This November, the treaty organization known as the Biological Weapons Convention will gather for its 8th Review Conference at the United Nations in Geneva. Present will be delegates from over 170 countries, as well as NGO members, meeting for three weeks ostensibly to discuss how best to prevent biological weapons from being developed and deployed.

However, the United States, which is one of the three depository countries for the BWC, is clearly violating the treaty and doing so with apparent intent to deploy.

In 2011, I traveled to Geneva and participated in the Biological Weapons Convention. My intention at that time was to blow the whistle on the US’s illegal biological weapons program. The evidence is popping up wherever you look—changes in domestic legislation to give the US immunity from violating its own bioweapons laws, stockpiles at Dugway Proving Grounds and possibly elsewhere, a domestic delivery system covertly in place and failure by the US to inform the Convention at large of any of these developments. Just recently, the national press reported that Dugway Proving Grounds was caught sending live anthrax through the mail to over 90 labs in countries, worldwide. What does that tell you?

What I did not expect in 2011, however, was a press blackout concerning my presentation. It is five years later and I have again registered for the upcoming Review Conference and plan to participate in the BWC this November. I have anticipated a possible press blackout and have made arrangements to ensure that will not happen again.

The US’s illegal biological weapons program is putting the entire globe at risk. It is my understanding that the US has developed a pandemic agent and intends to use it on selected US nationals, with deadly intent. The delivery technology and pandemic agent may also have been shared with US allies. As deployment appears to be keyed to events taking place in the Middle East, it is my perception that time may be short.
