“Havana Syndrome” is in the news again, this time with the publication of a letter from Congressmen August Pfluger and Mark Green (PDF) to Jake Sullivan, the President’s National Security Advisor.
In this letter, the Congressmen, who maintain chair positions on the Committee for Homeland Security as well as on the Subcommittee on Counterterrorism, Law Enforcement, and Intelligence question what, if anything, the Biden administration has done to address what is termed “threats our nation faces from these perceived acts of foreign aggression.” The letter discusses what it terms “anomalous health incidents” — which are very possibly the result of electronic or microwave weaponry — and states that “there has been little to no explanation from the Administration as to who or what has caused these phenomena.”
The letter goes on to state,
“After signing the HAVANA Act of 2021 into law, President Biden stated in a press release that ‘addressing these incidents are top priority for my administration’ and that the Administration plans to bring ‘to bear the full resources of the U.S. Government to make available first-class medical care to those affected and to get to the bottom of these incidents, including to determine the cause and who is responsible.’ We ask that the Administration uphold this commitment and work to prioritize getting to the bottom of who and what are behind these attacks.”
In fact, the Havana Act of 2021 proscribed who would be considered a bona fide victim and who would not. The Act aims to provide financial support for US government employees who experienced brain injuries or anomalous health incidents while on assignment abroad. By limiting the field of potential victims in this way, the Act abandons the thousands upon thousands of US citizens who are now claiming that these weapons have also been used against them.
Olga Kaminski is a retired RN who lives in the Southwest. She claims that these weapons have been deployed against her and her family members in their home. She writes, “my understanding all these crimes are being committed by all law enforcement agencies, intelligence agencies, military intelligence, private security contractors.”
The recent and sudden death of electronic weapons researcher and author Robert Duncan has many concerned. And his death is not the only one potentially ascribed to these weapons. A year ago, an artist named Liza Goldsmith was posting frantically on Facebook that she was being brutally attacked by electronic weapons. “This is attempted murder,” she declared. She died soon thereafter.
A consortium of groups, dedicated to the electronic weaponry issue, have just sent out a mass emailing questioning the rationale behind such weapons deployment. Their communication, which is titled “CAN WE PRESERVE DEMOCRACY AND SAVE FREE WILL?” states that these weapons subvert rational thought and can influence one’s perspective in nearly undetectable ways.
Quoting from this letter,
“In the year 2000 the Scientific and Technological Options Assessment (STOA) panel of the European Parliament published a study entitled ‘Crowd Control Technologies’ where it wrote: ‘in October 1999 NATO announced a new policy on non-lethal weapons and their place in allied arsenals… The most controversial non-lethal crowd control and anti-materiel technology proposed by the US are so called Radio Frequency or Directed Energy Weapons that can allegedly manipulate human behaviour in a variety of unusual ways… ‘ The letter goes on to assert that ‘In the 1990’s the USA were constructing the radar system HAARP, which according to the book by Nick Begich and Jeanne Maning “Angels Don’t Play this HAARP”, can be used to control the activity of human brains in large areas of the planet. After the publication of the book the European Parliament held a special hearing, where the co-author of the book Nick Begich was testifying. As a result of his testimony the European Parliament adopted a resolution, where it called for an international convention introducing a global ban on all developments and deployments of weapons which might enable any form of manipulation of human beings’ (paragraph 30).”
It appears that technology has marched on, irregardless. We now see the prospective of a brain-computer interface, courtesy of Elon Musk’s Neuralink and other projects. The development of artificial intelligence programs may also provide unexpected dangers. A recent Time Magazine article titled, “Pausing AI Developments Isn’t Enough. We Need to Shut it All Down” baldly states the following–
“Many researchers steeped in these issues, including myself, expect that the most likely result of building a superhumanly smart AI, under anything remotely like the current circumstances, is that literally everyone on Earth will die. Not as in ‘maybe possibly some remote chance,’ but as in ‘that is the obvious thing that would happen.'”
In light of these concerns, we wonder if the Pfluger/Green letter will make the desired impact. Their offices, as well as the Committee on Homeland Security, were contacted with questions as to the perceived foreign genesis of these attacks as well as with questions as to the exclusion of every day citizens from the assistance guaranteed in the Havana Act. At the time of going to press, no response has been received.
